of Intelligence and Counterintelligence Performance Based Budget Planning
Position Description
The Office of Intelligence and Counterintelligence supports both
the Department of Energy and the Intelligence Community. In order to facilitate the implementation of
the President’s Management Agenda, and the Budget and Performance
Integration (BPI) initiative in the Intelligence Community, performance
accountability and planning along with strategic goals, program metrics and
reporting requirements must be integrated into the budget process -
formulation, execution, and justification.
Performance information will be used to justify budget requests,
multi-year planning, improve program effectiveness and efficiency, support
management actions, and legislative proposals.
It has become essential to obtain contractor support for
performance planning component of the Office’s two performance based
budgets submitted to Congress through the Department of Energy and the Office
of the Director of National Intelligence.
This contractor support is necessary to supplement Federal resources due
to the multiple budget calls, performance report plan requirement, the
complexity of the information required, and increasing crosscutting reporting
requirements.
To support management and resources decisions it is essential the
Office has a meaningful and useful performance plan, output measures and
targets. The incumbent serves in the capacity of a program analyst with the
responsibility for developing, implementing and overseeing the Office’s
performance plan that integrate DOE and DNI strategic objectives and plans into
the Office’s program goals, and evaluation of performance with emphasis
on performance reporting. Ensures that the Office’s performance measures support the
DOE/DNI strategic plans, are outcome-oriented, and "critical" in
achieving strategic goals. Works closely with DOE and DNI performance
analysts in developing or revising performance measures to ensure measures comply with current
OMB policy and current performance
measurement guidelines.
Incumbent will assume responsibility to ensure the Office is
compliant with the National Intelligence Program procedural guidance and
milestones for performance plans and provide the necessary data based entries
into the Performance Planning Reports Tool (PPRT) as well as the DOE’s performance management data base JOULES. Incumbent may also be called upon to support
budget execution and formulation data requirements and accessing the
Department’s accounting system data base through the Integrated Data
Warehouse (IDW).
Job Requirements:
The knowledge required by this position is a range of qualitative
and/or quantitative methods for the assessment and improvement of program
effectiveness; skill in written and oral communications to provide
programmatic, financial and administrative information and skill in
identifying, categorizing and analyzing quantitative data in a variety of
administrative and program areas that support the Office’s performance
based budgets. Knowledge of Word, Excel,
PowerPoint and Access is necessary.
Work is within a
Secure Compartmented Information (SCI) Facility. A DOE “Q”
clearance is required with SCI access, or the ability to get an SCI access, is
required.
